Best Practice : eWaiver: Electronic PMS RCM Waiver Development
The CACI International developed eWaiver software program provides a step-by-step online process to submit a preventive maintenance system Reliability-Centered Maintenance waiver. It has streamlined the Navy’s original process by creating a single point of entry and review for all preventive maintenance system waivers while greatly reducing the cycle time of this important process.
CACI International is an industry leader in the training and application of Reliability-Centered Maintenance (RCM). The eWaiver is a software application developed by CACI that allows anyone with RCM certification to develop a planned maintenance system (PMS) RCM waiver online. The final output is the Change Recommendation form indicating desired modifications to Maintenance Installation Plans (MIPs), Maintenance Requirement Changes (MRCs), and Maintenance Requirements (MRs). After PMS recommendations are input, the Naval Sea Systems Command (NAVSEA) is provided a decision “module” to approve or deny the request for waiver. The requester is then given an e-mail notification of the decisions in this closed-loop system.
The software requires one individual to perform RCM “backfit” analysis. The Backfit RCM process can be broken down to three steps:
Identify dominant failure modes and determine a corrective action task
Determine if the task will resolve the issue
Determine if the task is valued added and cost effective
The software walks a user through the steps required for submitting a waiver and even reviews the existing maintenance requirements of the RCM Backfit process (Figure 2-7). It presents the RCM Backfit process in an online interview format and follows the required steps as reflected in CACI’s RCM Backfit documentation. The e-Waiver expedites the waiver process by allowing the user to input waiver requests and supporting documents and receiving notification of decisions online. If time is available, however, it is preferable to use the Maintenance Effectiveness Review (MER) process to review and update a system’s planned maintenance due to the real-time collaborative nature of the MER that includes technical and Fleet maintenance participation.
eWaiver is a significant improvement from the previous method of e-mailing RCM waiver forms and support documents for review and approval. It creates a single point of entry and review for all PMS RCM waivers with appropriate controls. All seven types of waivers can be submitted through eWaiver, reducing the processing time for RCM waivers and creating a central waiver repository with supporting analysis.
