Best Practice : Litton Guidance and Control Systems Division Best Practices Manual
Litton Guidance and Control Systems Division (GCSD) has published a 300-page Best Practices Manual which addresses all the templates, risks, traps, and escapes in NAVSO P-6071 and DOD 4245.7-M, and delineates the Litton GCSD business system to avoid traps and reduce risks. A new template on Program Management has also been added. To make the Best Practices manual more usable, a Best Practices Management Handbook has been published as a management tool. The handbook is a compendium of the manual for easy reference containing responsibility matrices for the risk reduction methods, organizational relationships, and critical plans.
Application of Best Practices is required on all DOD contracts by corporate policy. Tailoring to division specific businesses and organization is accomplished through written policies and procedures. Periodic audits of division policies are accomplished to identify and correct areas of non-compliance. Deviation from the use of Best Practices requires a written waiver from the division president.
Although many companies have published or adopted their own versions of the DOD templates and the Navy’s Best Practices manuals, Litton GCSD’s application is the most extensive in the formalized use of the process as company policy and the level of documentation.
