Information : Cost Estimation Models
Naval Aviation Depot (NADEP), Jacksonville has developed cost estimation models for Test Program Sets (TPSs) to support budgeting, negotiation, and procurement. Methodologies to develop rapid-response rough order of magnitude (ROM) estimates and detailed should-cost estimates have been developed which use historic data, complexity factors, and technical risk information. The models have been validated using historic cost data on completed TPS efforts. Improved cost estimate preparation and accuracy enhance the planning and procurement process.
TPS cost models have been implemented to support the TPS Design, Development and Production process. A rapid-response ROM estimate protocol requiring only Unit Under Test (UUT)/Operational TPSs quantities as inputs is used for long-term planning and budgeting. The ROM estimate is provided as a five-level range based on program complexity. A more extensive should-cost estimation model incorporating the Technical Risk Assessment Guide (TRAG) establishes a single estimate.
An enhanced model for developing cost estimates for complex programs such as TPS has been implemented and integrated into the Consolidated Automated Support System (CASS). The cost estimation models have potential wide application for improving all cost estimating efforts.
