Production Readiness Reviews (PRR). The government will conduct
in-depth reviews of the prime and subcontractors to evaluate production
readiness, to identify existing and projected manufacturing problems, and to
assess areas and levels of risk. The size of the government team will be
tailored to support the scope and depth of the review. Each review shall be
approximately (how many) days and the number of reviews will be determined by
the FSD program length. The initial review shall be held within 90 days of the
critical design review (CDR). A review shall be conducted at least every
twelve (12) months thereafter. A review is also required at least 120 days
before every milestone review (III, IIIA, IIIB, etc). The prime and
subcontractors shall support these reviews by making plant facilities
available and assigning employees who know about the management and details of
production phase requirements to work with the government team. The subjects
of review will include the following: (specific subjects); areas of concern
identified during earlier PRRs and other preproduction decision reviews;
status of design, development, and testing; progress of production planning;
status of PRRs conducted at major and critical subcontractors; the
manufacturing progress in developing and producing long-lead facilities,
items, and special tooling and special test equipment; progress in plans for
transitioning from development to low-rate initial production; and plans for
achieving the production rate. The prime and subcontractors will use AFSCR
84-2 as a guide in preparing for the PRR and shall work with the system
program office (SPO) to tailor the requirements of AFSCR 84-2 to the needs of
the program. A manufacturing plan (DI-MISC-80074) is required, which will be
evaluated by the SPO 30 days prior to the PRR. The prime contractor shall
conduct PRRs at subcontractors' plants. Notification to the government of the
subcontractors selected and a schedule of reviews will be submitted with the
proposal. The government may participate during these reviews. The data item
description DI-E-3118 shall (or shall not) require minutes of PRRs conducted
at subcontractor's plants.
