The project coordinator is grateful to many people who
contributed to the publication of this guide. Messrs. Norman Bull and Carleton
Cooper of Information Spectrum, Incor-porated, performed the basic research
and originated the draft text for updating the guide to reflect the major
changes in the DoDD 5000.1 and DoD 5000.2-R. The faculty of the Logistics
Management Department spent numerous hours reviewing drafts of the guide and
provided many important improvements thereto. Several other faculty members in
other College departments reviewed the chapters related to acquisition policy,
business, and technical issues. The DSMC support staff continued to provide
exceptional help in transcribing, correcting, creating charts and figures,
editing, and doing myriad other tasks essential to producing a quality
