Introduction
The original DoD 4245.7-M and NAVSO P-6071 documents defined Templates for
identifying, evaluating, and reducing process-based risks in acquisition
programs. Each Template included a description of why that risk area was
important and a series of expert Questions to help the reader determine the
actual risk level of the program for any given Template. The Templates and
Questions provide the basis for the BMPCOE SE (Systems Engineering) model,
which has been implemented in the TRIMS (Technical Risk Identification and
Mitigation System) software.
The original documents were published in 1985 and 1986, respectively. In
the nearly twenty years since their publication, new areas of risk have been
identified and added to the SE Model. The Templates listed in this document
supplement those from DoD 4245.7-M and NAVSO P-6071. Their addition keeps the
risk identification and mitigation abilities of the SE Model and TRIMS current
with the advances and changes in the acquisition world.
Figure 1 contains a graphic of all the Baseline Templates as they appear
today, with the new ones in green. Figure 2 contains a graphic of only those
new areas added since the original DoD 4245.7-M and NAVSO P-6071 documents.
The following pages contain a description of each new Template, a description
of why its risk area is important, and the expert Questions for that Template.
It is important for users to recognize that the Templates enable their
program to benefit from industry’s Lessons Learned rather than an audit or
administrative exercise to achieve a score. Real benefits can be attained when
a deficiency is identified early and mitigated efficiently.
