1.2. Directs the use of a mission-related,
outcome-based approach that considers both materiel
(acquisition or procurement) and non-materiel (doctrine, organizational,
training, leadership, personnel, or facilities) aspects to
ensure interoperability and supportability of IT and NSS
throughout the Department of Defense. This approach ensures that information is available to the Department of Defense in
an assured, timely, useable, understandable, and
cost-effective manner.
