This technical brief provides in a single, concise source document the methods most likely to result in a successful TAAF program. Provided are program management methods, engineering practices, and suggested contract language for the program manager and engineer.

This guide has been prepared as a training aid for use in DSMC courses of instruction. This edition of the DSMC Acquisition Logistics Guide supersedes all previous editions. The changes made in this edition are quite substantial, reflecting the latest Department of Defense (DoD) acquisition policies and procedures as described in the DoDD 5000.1 and DoD 5000.2-R. This is the first in a series of Electromagnetic Environmental Effects (E3) guideline publications. Its objective is to add up-to-date technology and process information for improving Fleet inter- and intra-system and platform electromagnetic compatibility (EMC) readiness. This focused joint Navy/industry effort is directed toward those organizations and individual personnel responsible for design, selection and installation of more reliable and higher quality Naval material in this case aircraft and avionics cabling.

The purpose of this guide is to provide acquisition logistics practitioners with an assessment tool to aid in measuring logistics progress from program start through initial operational capability. Logistics program success is primarily driven by various design, test, and production practices conducted during the acquisition phase. The relationships between these practices and their impact on logistics are addressed in this guide. Metrics that benchmark sound practices have been identified for each program logistics activity. They are presented in a format that can be measured and maintained in a database as an historical file. However, these metrics are not time phased as the degree of planning and implementation typically varies from one phase to another or from program to program. As assessments are periodically performed at various program milestones, an audit trail of logistics progress can be established and logistics risk assessed. In addition, chapters on contractual information, "Watch Out Fors" and logistics resources and tools are provided.

This Technical Reference Guide recognizes and avoids the most common traps that cause technical problems in the acquisition process. Includes complete "How-To's" on all major systems engineering processes.

This document provides best practices for improving component and Printed Wiring Board (PWB) solderability. It includes recommended guidelines for termination finishes, solderability tests, incoming inspection practices, environmental controls and storage containers. The recommendations are based on current research supported by practices that have been proven to yield high quality products. Ongoing research may shed new light on the soldering process, but the procedures recommended here represent best practices at this time. The committee also recommended areas requiring further research to better understand and control the soldering process.

This document is directed to all personnel in the electronics design, manufacturing and procurement process. Readers who have direct responsibility for planning, initiation, and monitoring the soldering process will find valuable information and guidance in this publication as well as general information. The guidelines are intended to be used as a reference to supplement requirements where existing specifications are known to be insufficient and are not intended to supersede contractual requirements.

This standard defines configuration management requirements which are to be selectively applied, as required, throughout the life cycle of any configuration item (CI).

This Fourteenth Edition (ver 1.0) of the DAU Program Managers Tool Kit contains a graphic summary of acquisition policies and managerial skills frequently required by DoD program managers. It is a current version of a “Tool Box” that was first developed by Mr. Charles F. Schied of Program Management Course (PMC) 92-1.

The Defense Acquisition Management Framework Chart is a training aid for Defense Systems Management College (DSMC) courses and is designed to serve as a pictorial road map of functional activities throughout the Defense Systems Acquisition Life Cycle. This chart is based on the policies in Department of Defense (DoD) 5000 Series documents.

This standard covers the format and content requirements for developing defense specifications, which are used on multiple programs or applications, and program-unique specifications, which are used for a single program or system with little or no potential for use with other programs or systems.

This Directive replaces DoD Directive 5000.34 to update policy, procedures, and responsibilities for production management in the Department of Defense during the acquisition of defense systems and equipment.

Implements a Defense Standardization Program (DSP) as required by reference (a), assigns responsibilities, and prescribes procedures.

Designates the Director, Defense Logistics Agency (DLA), as the DoD Executive Agent for the DSP.

Authorizes continued publication of reference (b), consistent with reference (c), to provide guidance and procedures for the DSP.

1. This standard contains requirements for the development of Mission-Critical Computer System Software. It establishes a uniform software development process which is applicable throughout the system life cycle. The software development process defines development activities which result in: (1) the generation of different types and levels of software and documentation, (2) the application of development tools, approaches, and methods, and (3) project planning and control. It incorporates practices which have been demonstrated to be cost-effective from a life cycle perspective, based on information gathered by the Department of Defense (DOD) and industry.

2. This standard is intended to be dynamic and responsive to the rapidly evolving software technology field. As such, this standard should be selectively applied and tailored to fit the unique characteristics of each software acquisition program. To ensure that the requirements in this standard are appropriate and responsive to software acquisition needs, users of this standard are encouraged to provide feedback to the Preparing Activity. User experience in terms of benefits, pitfalls, and any other useful information encountered in applying this standard will be most helpful.

3. Data Item Descriptions (DIDs) applicable to this standard are listed in Section 6. When used in conjunction with this standard, these DIDs provide a set of concise and complete documents for recording and communicating information generated as a result of adherence to the requirements specified herein.

This standard establishes uniform requirements for software development that are applicable throughout the system life cycle. The requirements of this standard provide the basis for Government insight into a contractor's software development testing and evaluation efforts.

This standard contains requirements for the development, documentation, and implementation of a software quality program. This program includes planning for and conducting evaluations of the quality of software, associated documentation, and related activities, and planning for and conducting the follow-up activities necessary to assure timely and effective resolution of problems.

Department of Defense Electromagnetic Compatibility Program (EMCP)

This handbook is a guideline for successfully defining and evaluating Parts Management objectives in support of acquisition strategies and systems engineering practices of DoD 5000. 2-R, Mandatory Procedures for Major Defense Acquisition Programs and Major Automated Information System Acquisition Programs. Additional guidance can be found in the Defense Acquisition Deskbook at http://web.deskbook.osd.mil/default.asp under section 26G, Parts Control Program.

This guideline document presents design and manufacturing information primarily directed to the improvement of reliability and quality through prevention of corrosion.  It supplements the many Government and industry documents currently in existence.  In particular, it provides supplemental design and manufacturing information on corrosion prevention techniques.

The purpose of this military standard (MIL-STD) is to provide uniform requirements for the safe design of military equipment which incorporates lasers.

This handbook is approved for use by all Departments and Agencies of the Department of Defense (DoD). It was developed by the DoD with the assistance of the military departments, federal agencies, and industry and replaces in their entirety Military Handbooks 470 and 471 (both formerly military standards). The handbook provides guidance to maintainability managers and engineers in developing and implementing a sound maintainability program for all types of products.

"DoD Acquisition Management Metrics"

This research project documents the cost and schedule overruns of programs during the Engineering and Manufacturing Development (EMD) phase of development. It includes a performance rating for the system in EMD as determined by an evaluation of operational test results. On a sampling basis, data is available for the period 1980 through 1996, and can be categorized by year group or individual Service. The research is ongoing.

DoD Information Technology Security Certification and Accreditation Process (DITSCAP)

A technical brief prepared by the Electronics Manufacturing Productivity Facility (EMPF). The objective of this brief was to determine the cause of a solderability problem and provide a solution for reworking the connectors already manufactured.

A multi-disciplined product team comprised of Engineering, Operations, Safety, and Environmental Management assessed the feasibility of various cleaning materials and processing equipment for precision cleaning. Precleaning using an aqueous based cleaner followed by isopropyl alcohol spray final clean were the materials and methods selected to replace 1,1,1 trichloroethane preclean (vapor degrease) and CFC 113 final clean.

As part of the effort by the U.S. Department of Education and U.S. Department of Labor to develop Voluntary Industry Skill Standards, the U.S. Department of Education awarded a grant to the American Chemical Society to develop "Voluntary Industry Skill Standards for Chemical Process Industries Technical Workers." The term Chemical Process Industries (CPI) was defined to include employers who add value to their products through the application of chemistry or who apply chemistry to meet their responsibilities as research organizations or as monitors/controllers of chemicals. The CPI technical workers were divided according to two principal occupations: chemical laboratory technicians (CLTs) and plant technical operators (PTOs).

This standard covers the policy guidance and general requirements for the preparation of specifications for electronic equipment for shipboard applications, including submarines. Requirements previously contained in MIL-E-16400 are hereby superseded. This document provides guidance for the use of commercial off the shelf (COTS) and ruggedized equipment in addition to militarized equipment. Requirements are to be based on the installation and intended use of the equipment.

The purpose of this Directive is to prescribe the continuing general manpower policies upon guidance such guidance shall be based.

We are pleased to be here to discuss solutions to serious management problems that needlessly cost billions of dollars in taxpayers funds and result in huge missed opportunities to improve service to the American public and ensure adequate accountability for federal operations.

Purpose.  To establish Naval Sea Systems Command (NAVSEA) policy and responsibilities for incorporating human factors requirements into the acquisition of naval ships, ship systems and equipment.

MIL-STD-130 provides increased insight and guidance for the implementation of machine-readable information (MRI) processes for item identification marking.  It also provides criteria of when Human-readable item identification should be used, and when the two should be used simultaneously.

This Regulation is issued under the authority of DoD Directive 5200.1, "DoD Information Security Program," December 13, 1996.  It prescribes procedures for implementation of Executive Order 12958, "Classified National Security Information," April 20, 1995, within the Department of Defense.

The Deputy Secretary's memorandum, Defense Acquisition, dated October 30, 2002, and Attachment 2 to that memorandum reference a guidebook to accompany the interim guidance. The former DoD 5000.2-R regulation will serve as the guidebook while the Defense Acquisition Policy Working Group creates a streamlined guidebook. The former DoD 5000.2-R is NOT mandatory, but should be used for best practices, lessons learned, and expectations, until replaced.

This Directive:

1.1. Reissues reference (a) to update policy and responsibilities for interoperability and supportability of Information Technology (IT), including National Security Systems (NSS), to reflect DoD Chief Information Officer's (DoD CIO's) responsibilities contained in references (b) and (c).

1.2. Directs the use of a mission-related, outcome-based approach that considers both materiel (acquisition or procurement) and non-materiel (doctrine, organizational, training, leadership, personnel, or facilities) aspects to ensure interoperability and supportability of IT and NSS throughout the Department of Defense. This approach ensures that information is available to the Department of Defense in an assured, timely, useable, understandable, and cost-effective manner.

The overall objective of this policy decision is to develop, acquire, and deploy IT and NSS that (1) meet the essential operational needs of US forces; (2) are interoperable with existing and proposed IT and NSS; (3) are supportable over the existing and planned global information grid; and (4) are interoperable with allies and coalition partners.

This report outlines, primarily for Navy contractors, an adapted and effective manufacturing screening program consisting of temperature cycling and random vibration. With the recognition that test facility cost has been a major obstacle to the use of random vibration, a technical report, which describes in detail a proven means to generate random vibration at low cost, is included as an appendix. Together, temperature cycling and random vibration provide a most effective means of decreasing corporate costs and increasing fleet readiness.

The purpose of this document is to define (1) guidelines for Navy and contractor program managers and (2) design and manufacturing fundamentals for power supply engineers, that will result in power supplies which meet or exceed the reliability requirements.

This document provides best practices for the specification, design, and manufacture of primary and secondary batteries most commonly used in military applications. The scope has been limited to lead-acid batteries (excluding submarine batteries), nickel-cadmium batteries, dry cells, thermal cells and lithium cells (primaries only). Silver-Zinc batteries, secondary and primary, have been purposely excluded from this document as they represent a small portion of the military procurement and require a special treatment of their manufacture and quality assurance best practices.

This document is intended to provide the program manager with key elements in his decision for battery selection and factors to watch for during the design and production phases of the selected battery type. It also provides battery manufacturers with the minimum guidelines about preferred practices for design, production, and quality assurance. Safety issues are also stressed during fabrication, operation, and disposal.

Operation of the Defense Acquisition System

This White Paper explains key elements of the Clinton Administration's policy on critical infrastructure protection. It is intended for dissemination to all interested parties in both the private and public sectors. It will also be used in U.S. Government professional education institutions, such as the National Defense University and the National Foreign Affairs Training Center, for coursework and exercises on interagency practices and procedures. Wide dissemination of this unclassified White Paper is encouraged by all agencies of the U.S. Government.

Procedures for Interoperability and Supportability of Information Technology (IT) and National Security Systems (NSS)

This document is a practical guide to Producibility Measurements for DoD Contracts.

A handbook for CEO's, Managers, Engineers, and DoD proposal evaluators & contract monitors.

This document focuses on producibility - the key to achieving quality, reliability, maintainability, and affordability. It has two sections. One section details the successful creation and management of a producibility program by a company. The second section covers two effective producibility measurement/assessment tools employed by industry.

The Committee to Review DOD C4I Plans and Programs sees three major challenges to the effective exploitation of the potential offered by C4I technology -- interoperability, information systems security, and DOD processes and culture involving C4I. This report is focused on these three challenges.

The main goal of this project is to develop a methodology for redesigning acquisition processes based on knowledge and information-flow analysis. The methodology, called InfoDesign, focuses on the knowledge embedded in a business process, the information processing resources involved in execution of the process, and the information flowing through the process. The InfoDesign methodology was developed and partially validated during a one-year project. The validation of the methodology was conducted as an action research study in which one acquisition process involving the U.S. Government and one key supplier was analyzed and redesigned. The results of the study support the key assumption on which InfoDesign was built - that current business process redesign approaches should focus on information flows rather than activity flows.

This Directive

• Deals with the safeguarding of classified, sensitive unclassified, and unclassified information processed in AISs.
• Updates the DoD-wide program for Automated Information System (AIS) security.
• Provides mandatory, minimum AIS security requirements. More stringent requirements may be necessary for selected systems based on an assessment of acceptable levels of risk.
• Promotes the use of cost-effective, computer-based (e.g., hardware, software, and firmware controls) security features for AISs.
• Requires a more accurate specification of overall DoD security requirements for AISs that process classified or sensitive unclassified information.
• Stresses the importance of a life-cycle management approach to implementing computer security requirements.

To achieve program objectives, program managers have long been applying modeling and simulation (M&S) tools to efforts within the various stages of their programs. Recently, however, declining defense budgets have increased the pressure on the acquisition community to find cheaper ways to develop and field systems. Additionally, the rapid pace of changing world events demands that these material solutions get into the hands of the warfighter faster. To meet the increased challenge of budget and time constraints, many programs have radically changed the way they conduct business. These programs recognize the powerful increases in productivity and decreases in cost brought by M&S tools. Within these programs, program management looks to weave M&S applications across program phases and seeks to leverage the strengths of external M&S applications to efforts within their program. This new way of doing business, coupling rapid advances in simulation technology with process change, is fueling a new approach to how we acquire defense systems. This new approach is being termed Simulation Based Acquisition, or SBA.

This guideline is intended to expand the knowledge and understanding of the sneak circuit analysis approach among Navy and industry managers and engineers. The electronics systems being designed and manufactured for the Navy are increasing in complexity. One result of these complex system designs is the designer is not able to have a complete view of the detailed interrelationship between components and functions. As a consequence, the design may contain unexpected electrical paths or logic flows that, under certain conditions, will produce undesired results or will prevent intended functions from occurring. These situations are labeled "sneak circuits" and can be identified in the design phase through the use of sneak circuit analysis.

The purpose of this standard is to establish uniform requirements for software development and documentation.

This Software Risk Evaluation (SRE) methodology offers a validated, user-compatible approach to providing insight into the areas of potential technical risk inherent in software intensive acquisitions. This insight into software technical risk supports the acquisition decision-maker's ability to draw conclusions concerning the target software development effort's potential for success. The SRE methodology employs the SEI Risk Program's taxonomy-based questionnaire for identifying the potential software technical risks, and also provides supporting methodologies for transforming this data into actionable findings and conclusions.

This standard practice addresses an approach (a standard practice normally identified as system safety) useful in the management of environmental, safety, and health mishap risks encountered in the development, test, production, use, and disposal of DoD systems, subsystems, equipment, and facilities. The approach described herein conforms to the acquisition procedures in DoD Regulation 5000.2-R and provides a consistent means of evaluating identified mishap risks.

Strategic Management for Senior Leaders: A Handbook for Implementation has been developed as a companion volume to A Handbook for Strategic Planning (Department of the Navy Total Quality Leadership Office Publication No. 94-02). These handbooks were designed to assist Department of the Navy (DON) executives, Commanding Officers, Total Quality Leadership (TQL) coordinators, and strategic planning facilitators in leading the strategic management process

A Handbook for Strategic Planning is envisioned as the first of a series of handbooks designed to assist members of the quality community in their efforts to implement TQL. The authors extend a special thanks to Mr. Pat Malone, formerly of this office, and Ms. Mary Jones, an organizational development consultant, for their valuable support and encouragement throughout this project.

This document is a deliverable under the ASN RDA CHENG task to BMPCOE to incorporate an Interoperability and Integration (I&I) risk assessment capability into the Technical Risk Identification and Mitigation System (TRIMS). The task includes a number of phases and deliverables to be accomplished in late FY01 and through FY02. One of the requirements is to produce this Structured Process to Incorporate Interoperability and Integration (I&I) Risk Assessment into TRIMS.

Because the Navy desires to have an assessment of I&I risks for a set of programs being reviewed in November 2000, the I&I TRIMS development process must be completed in two steps—the first to provide an early but limited capability for the November review cycle, and the second to provide a fully functional TRIMS in mid to late FY01.

A separate document—Project Plan: TRIMS for Interoperability and Integration, dated 17 August 2000, describes the schedule, staffing, and development steps. This current document describes the development process.

This book provides a basic, conceptual-level description of engineering management disciplines that relate to the development and life cycle management of a system. For the non-engineer it provides an overview of how a system is developed. For the engineer and project manager it provides a basic framework for planning and assessing system development

The Systems Engineering Model (SEM) is a process-based model developed by the Best Manufacturing Practices Center of Excellence (BMPCOE) as part of the Program Manager’s WorkStation (PMWS) to improve the collection, analysis, and distribution of engineering process information.

The body of this document is a concise description of suggested procedures for meeting the Technology Readiness Assessment (TRA) requirements of the Defense Acquisition System (DAS). The intent is to provide the staff of the Deputy Under Secretary of Defense for Science and Technology (DUSD(S&T)) a working appreciation of the overall TRA process, with enough detail to allow them to meet their staff responsibilities.

The following practices work to reduce risk, yet are not a part of current standards

The Shipyard State of the Art (SOA) Report has been developed in support of the U.S. Navy MARITECH Advanced Shipbuilding Enterprise (ASE) program. Three shipyard production-related Major Initiative Panels were chartered by the Executive Control Board of the National Shipbuilding Research Program (NSRP) to produce this SOA annual report. The panels included Shipyard Production Process Technologies (SP-16); Welding Technologies (SP-7); and Surface Preparation and Coating Technologies (SP-3). A team of representatives from U.S. shipyards and the Navy Manufacturing Technology Program Centers of Excellence worked together to produce the report, which focuses on shipyard production processes and related technologies. Government and industry groups may use the report as a basis for comparing current practices with SOA practices.

This document provides best practices for the application, design, and manufacture of ceramic-based thick film multilayer interconnect boards (MIBs) and their assembly with leadless components.

Each chapter addresses specific technical risk areas. Although developed for Department of the Navy program managers and their staffs, this document should be equally useful to contractor program managers. The fundamentals contained herein are applicable to all acquisition efforts, both large and small.

This document is the culmination of work that began in the mid-1980s when industry, with Government encouragement, initiated the revision and improvement of existing Government ESS guidelines. The Departments of the Army, Navy, and Air Force have collaborated in its preparation. It provides guidance for implementing the ESS requirements in DoD Instruction 5000.2, encouraging consistency in interpretation among all three services.

This guide describes the Clinger-Cohen Act Confirmation and Certification processes¹, which are applicable to Mission Critical (MC) and Mission Essential (ME) Information Technology (IT) . These processes are required to be completed prior to a contract award or a milestone decision for MC/ME\IT. Confirmation is required for all MC/ME IT(except Major Automated Information Systems (MAIS)); Certification is required only for Major Automated Information Systems (MAIS).

The primary objective of this handbook is to achieve a consistent application of the WBS for all programmatic needs (including Performance, Cost, Schedule, Risk, Budget, and Contractual).  The discussion and guidance provided was compiled based on many years of lessons learned in employing WBS’s on defense programs.

This guide describes the basic elements found in a successful resource recovery and recycling program and provides guidance for the development and implementation of a "world class" program. This guide assumes that such a program does not currently exist at a facility. Depending on the maturity of your existing program, some of these basic elements may already be in place.
