This MD provides STANDARD Missile Systems Engineering
program requirements for SM acquisitions, with specific focus on Quality and
Reliability aspects of the Systems Engineering process. Quality and
Reliability are disciplines which must be built into the design and then
maintained through missile life cycle. Requirements are presented to allow for
greatest latitude on the part of the Contractor to structure STANDARD Missile
acquisition management in consonance with DoD policy while maintaining program
functional resilience and flexibility.
Optimal usefulness of this MD will be
realized by specific tailoring of provisions, requirements, and expectations
to specific technical characteristics of STANDARD Missile contracts. This MD,
or portions thereof, may not apply to all acquisitions or applications. Such
tailoring is expected to be by Government-Contractor teaming efforts and
documented in the Statement of Work. Tailoring is subject to approval by the
acquiring activity.
This document is intended to be used for all aspects
of STANDARD Missile acquisition, throughout the life-cycle of the delivered
end products. The life-cycle matrix contained in Appendix A
illustrates the most likely starting
and ending points for each provision contained
herein.
