The Contractor shall perform risk assessment activities
to identify and control transition risk using the development-to-production
transition elements of DoD 4245.7-M, NAVSO P-6071 and TRIMS or equivalent. The
Contractor shall emphasize engineering discipline and focus on the early
identification and mitigation of transition to production risk. The Contractor
shall develop a set of metrics for use in identifying potential problems in
the areas of design, test, production, management, logistics, funding, and
facilities. The Contractor shall present risk assessment results to the
STANDARD Missile Program Management Office at Government/Contractor reviews.
The Government will perform periodic reviews of the Contractor's risk
management program. The Contractor shall team with the Government to conduct
incremental PRRs and proactively identify and mitigate transition risk to
support a production milestone decision. PRR schedules shall be related to
major configuration item design milestones and involve subcontractors and
suppliers. The Contractor shall share TRIMS data with the Government to
support independent risk assessments.
