10.2 System Effectiveness
The three generally recognized components of system
effectiveness previously defined (availability, dependability, capability)
will be used as the basis for description and comparison of the concepts and
formulations of system effectiveness. It should be recognized that all of
these effectiveness components must be derived from an analysis of the
operational needs and mission requirements of the system, since it is only in
relation to needs and missions that these basic components can be meaningfully
Many semantic difficulties arise when discussing systems
effectiveness and its components. These difficulties result from the fact that
some people use the same words to mean different things or different words to
mean the same things.
Definitions of many of the terms used in the following
paragraphs were provided in Section 3 and will not be repeated here.
