The Navy wishes to acknowledge the contributions of those responsible for
developing the program under which this process document was initiated, and to
those who have prepared this first document in the EMC Best Manufacturing
Practices series. Special appreciation is offered to Mr. Russell V. Carstensen
(NAVAIR), who along with Mr. Willis Willoughby, (OASN, RD&A), set the
overall EMC BMP process in motion during a working group meeting with government
and industry representatives in 1989. Special appreciation is extended
posthumously to Dr. Robert Haislmaier (NAVAIR), who up until his death in 1992,
led the overall EMC BMP project under which this document has been produced.
Further appreciation is also given to Mr. Anthony Iacono, NAVAIR 51641, who has
picked up the reins of this special EMC program element. Finally, a word of
thanks is given to Mr. Ernie Renner, Director of the Navy's BMP Program, who has
