The senior leadership team should begin developing implementation strategies before publishing the plan. The following implementation issues should be considered:
Do lower-level plans need to be created?
How do we establish oversight and accountability for implementation actions?
Do the current process improvement teams, working groups, committees, etc., link with the plan? Do they need to be refocused to align with the plan? Do they need to be eliminated?
How does the plan link with the budgeting process?
How will we measure and evaluate progress?
