This section provides a conceptual description of how to build the I&I Knowledge Base. First, it should be clear by this point that TRIMS is only the software package that activates the knowledge which permits risk identification and assessment to be made. Many of the ideas below are a result of experience developing the existing TRIMS versions. Some concepts are based on principles presented in the paper Realizing the Potential of C4I Fundamental Challenges (Reference 3). The following subsections describe what will likely be the most efficient and cost-effective approach. Experts in the field who have specific knowledge of I&I should expand on these concepts and issues as the Knowledge Base is produced.
