The Knowledge Base discussion in a specific area for review (a Template area) is nominally a two- to three-page document that describes a technical problem that in turn characterizes a risk. The description then continues to indicate a solution to the problem based on lessons learned and engineering expertise. Note that very little if any cost and schedule information is included in the Template (or in associated Questions).
Templates must be based on well-established Knowledge Base functions and practices. They will be specified by SMEs and program management personnel. The Appendix shows suggested Templates in several I&I Categories. The list of Templates must be completed at the earliest possible time. It is not necessary to develop a complete set initially, but as many as possible must be defined so that appropriate Questions can be included for early (alpha) tests of the concept in November. Current plans are to complete the total set of Categories, Templates, and Questions by mid-January 2001.
